In this research, considering significant gas production increase i.e. around 100
Bcm over the next three years, different strategies of gas resources utilization in Iran need to be identified and prioritized. To do so, first, we chose five strategies include: gas export through pipeline, LNG export, petrochemical products export, gas to power, and gas reinjection into oilfields. Then we used AHP method considering three criteria for prioritization include: economic, environmental, and geopolitical-strategic criteria. For measuring the economic criteria we used NPV, IRR, and MIRR. For measuring environmental and geopolitical-strategic criteria we used questionnaire method. The result showed that the most important criteria in selecting the best strategy are economic (42.1%), environmental (32.6%), and geopolitical-strategic (25.3%) criteria. Although all the strategies had positive NPV, LNG export and gas reinjection strategies are the first priority based on economic criteria; Gas reinjection is the first priority based on environmental criteria; and petrochemical products export is the first priority based on geopolitical-strategic criteria. The gas reinjection strategy is the first priority overall (34.7%). Policy makers should employ the relevant strategies depends on the policy target. However, based on our findings gas injection into the brown oilfields seems more appropriate.
